The City will consider all written comments regarding the potential environmental impacts of the Project and issues to be addressed in the EIR. As you may remember, an application was filed by Fox Future in March 2023 for a major building project which impacts our community drastically. The next step is to begin work on the Draft Environmental Impact Report for the project. The City of Los Angeles has begun the environmental review process and released the Notice of Preparation for public circulation on February 14th, 2024. The Notice includes information about a virtual scoping meeting which will be held on Wednesday, February 28, 2024, at 5:30 P.M
It is very important that we all submit our written comments prior to this meeting, and show up and voice our concerns about the permanent negative impact of this project as stated very clearly in the notice itself:
"POTENTIAL ENVIRONMENTAL EFFECTS OF THE PROJECT: Based on the Initial Study, the Project could have potentially significant environmental impacts in the following topic areas, which will be addressed in the EIR: Aesthetics, Air Quality, Cultural Resources, Energy, Greenhouse Gas Emissions, Hazards and Hazardous Materials, Land Use and Planning, Noise, Public Services (police and fire protection), Transportation, Tribal Cultural Resources, and Utilities and Service Systems (water supply, wastewater, and solid waste)".

Hello Rancho Park Community Leadership Committee Members,
Thank you for your dedication to making the Rancho Park neighborhood a safer neighborhood to live in and travel through, and welcome to the Leadership Committee!
Our first Leadership Committee Orientation will take place on Thursday, March 21st at the Palm-Rancho Park Branch Library 2nd Floor Community Room (2920 Overland Ave, Los Angeles, CA 90064) from 10:30am - 3pm. Lunch and refreshments will be provided. We will be sharing more about the project (project flyer attached) and your role as a Community Leadership Committee Liaison. You will also have an opportunity to share about existing conditions/your experience traveling in the project area, and we may do a brief walk audit in the area.
Leadership Committee Members will be participating in 3 meetings in the next several months. Please email the HOA if you have any feedback about what improvements you would like to see on Pico Blvd and the Rancho Park area.

Section 22507.3 is added to the Vehicle Code, to read:
(a) Notwithstanding subdivision (a) of Section 22507, a local authority is prohibited from issuing any permit or permits conferring preferential parking privileges to any residents or vendors of any developments within one-half mile of public transit and exempt from parking minimums pursuant to Section 65863.2 of the Government Code, or subject to parking minimum restrictions based on any other applicable law. The local authority shall revise the boundaries of any such preferential parking district to exclude such development from the boundaries.(b) The Legislature finds and declares that providing parking to residents of transit priority developments in the form of parking privileges is providing parking, which encourages car use and undermines the Legislature’s intent to discourage car use by incentivizing development near public transit. This section shall be interpreted in favor of the prohibition of preferential parking privileges for occupants of development projects within one-half mile of public transit that are exempt from parking minimums pursuant to Section 65863.2 of the Government Code, or subject to parking minimum reductions based on any other applicable law.(c) The Legislature finds that reducing greenhouse gases and dependence on car use is a matter of statewide concern and is not a municipal affair as that term is used in Section 5 of Article XI of the California Constitution. Therefore, this section applies to all cities, including charter cities.
No reimbursement is required by this act pursuant to Section 6 of Article XIII B of the California Constitution because a local agency or school district has the authority to levy service charges, fees, or assessments sufficient to pay for the program or level of service mandated by this act, within the meaning of Section 17556 of the Government Code.
The Neighborhood Council Sustainability Alliance (aka LANCSA) is co-sponsoring one of the City Forest Officer's Urban Forestry Management Plan outreach workshops.
This one will be on Feb. 6 at 6 pm and held on Zoom. It will be a lively one with opportunity to speak your issues and share your ideas for out trees.
NOTE: There is a second Urban Forestry Outreach Zoom Meeting specifically for Palms-Rancho Park on 2/17 @ 10A
The City Forest Officer is working on an Urban Forestry Management Plan and wants to hear from the public.
